A Spanish Franciscan friar was the first person to explore Arizona in 1539. He came in search of the mythical Seven Cities of Gold, but most of the early settlers that followed were missionary in nature. The Beginnings of Phoenix

In 1868, about four miles east of the current city of Phoenix, a small colony had established itself. This new area was known as Swilling’s Mill. The name was later changed to Helling Mill and then Mill City. Years later, the name was once again changed to the current name of East Phoenix. The names of Stonewall after Stonewall Jackson and Salina had also been proposed, but the inhabitants did not approve these. On May 4, 1868 Phoenix was officially recognized after the Yavapai County Board of Supervisors established an election precinct here.

At this stage, the city was agriculture based and fairly laid back. The days were long and hot and the concept of Phoenix air conditioning did not exist. On June 15, 1868, a post office was established in the area and Jack Swilling, a confederate soldier, was the postmaster. Towards the end of the century, a 14 women organization, known as the Friday Club, started a public library movement. Their efforts bore fruit, when in 1899 the Phoenix Library Association was formed. Members were allowed to subscribe with a fee of $3 per year. The City Council imposed a 5-mill tax for its public library only a few months after the passing of a bill by the Legislature. The purpose of the tax was to support public libraries. Mr. Andrew Carnegie had proposed the donation of a library building to the city, and the tax fulfilled the criteria for this to go through. The Carnegie Free Library opened its doors in 1908. With the arrival of the new century, more social outlets were being promoted and the city continued its steady growth.
